The State of Virginia has officially opened up Virginia Beach beaches on May 22 for sunbathing, swimming, fishing and active recreation; with some restrictions (https://emergency.vbgov.com/_assets/Documents/Coronavirus/5-12-20-Recovery-Initiatives-Beach-Reopening-Plan-May-2020.pdf)

Until May 22, beaches are open for exercise and fishing only.
